News today that the driver will be prosecuted if anyone in the vehicle throws litter out. I expect this will be just as effective as legslation against using handhelp phones on the move.

Any law, unless it is policed, is useless.
Out local rozzers have a new law to play with - handheld phones/devices are now confiscated, a fine is issued, and you have to wait at least 24 hours to get your phone back.
And you have to turn up yourself - no proxies - thus inconveniencing yourself further.
I'm 100% in agreement - having seen morons txting/facebooking at 50mph...

If a passenger of mine threw litter I would throw them out after it.
