Are all the normal parking restrictions still applicable on Xmas day?

If I park in area in London marked as resident permit holders only can I get a ticket?

Depends on the restrictions. If they're suspended on public/bank holidays then you're in the clear.

OTOH if resident bays apply 24/7/365 then an infringement is comitted. Whether there will be an attendant to book you is a different question.

If your concern is site specific I'd suggest research on website or a call to the Council concerned.

I think it varies by borough movilogo. Have a look at the council's website for the borough you will be visiting.

Congestion charge in Central London is suspended from Tuesday 25 December until Tuesday 1 January inclusive, as it is every year.

The week day restricted area in Brent Cross I used to use at weekends also was ok on Bank Holidays, but I know some areas in Hammersmith the restrictions were every day, including Bank Holidays. A few BBC workers at Christmas got tickets - that's how I know.
