It's quite pragmatic actually, and as you say typically Irish. We can't see the wood for the trees we have printed all the nanny legislation on.
A mile or two down a track for a couple of pints of Liffey water shouldn't be a problem.
Reading between the lines, in looks as if the councillors who voted for it were publicans, and most of the remainder abstained (but only from voting presumably) so as not to upset them!
