So long as the axle and gross weights are within limits and each vehicle is secured correctly to the vehicle it sits on i see nothing wrong with the above configuration.
It might look a bit rear heavy but each of the carried vehicles will be nose heavy.

judging by the lack of space between the top of the tyres and the flat bed, I would say thats right down on its springs.

Looks like the air suspension has been dropped, appear to be fold up ramps under the back almost on the ground, you couldn't possibly drive like that.

Combined load 9/10 tons? should be OK for that lorry.

just realised, its the Sun, description might be for another article/picture altogether, possibly an imaginary one..;)
