An old story re-cycled as the 2009 links in the article attest. The UK haulage industry have wanted them for years. The fact that Tory MEPs are in favour is a pointer to attitude of the major party in the coalition.

No guarantee whatever that leaving the EU, or even a majority kipper government would 'save' us from the prospect. In fact, this is exactly the sort of thing an out of EU Free Trade treaty would oblige us to accept without even having any say in the rules.

On a more serious note the proposal is to allow member countries access for the larger vehicles if they so wish.

Would that not be exactly the same if we were not in the EU? Pressure from the transport industry will be exactly the same whether or not we are a EU member.
