Re: the OP, alertness courses may go someway to improve driver skills (for a while anyway) whereas a fine just drains your wallet and doesn't educate.

Prime candidates for a week in jail. No need for top security. A travelodge would be perfect and they would have to pay for their rooms.
THEN they could have their course.

It is obviously far easier to send 32 people on an 'Alertness' course than it is to try and get evidence and prosecute them.

As long as the same 32 people are travelling together in line astern next time it's a bit foggy, they won't hit each other.
