If the object is to ban PM2.5s from brakes and tyres, all public transport and commercial vehicles will have to be banned. So London, and any other city who implements this ban will become a foodless and service free zone. As if that is going to happen.

Suely the generation of these particles arises when the brakes are being used and the tyres are scrubbing on the road?
So I would suggest investigation of ways of:
1) reducing the need for braking, by better traffic control and light sequencing. Speed limiters that lock into the traffic controls. Improved regenerative braking in electric cars.
Aim to make use of the brakes at all a last resort emergency.

2) De-rating of engines in cities to cut acceleration and tyre wear

3) Speed control on corners to minimise tyre wear fom scrubbing

4) Wheel alignment to be optimised to reduce scrubbing rather than cornering performance

5) Tyre profiles to be optimised to reduce wear rather than comfort and performance.
