I've seen a few around this year (probably going to shows) on the public road.

I thought construction and use regulations required wheels to be covered when viewed from above.

Has something changed?

Agricultural tractors have open wheels, as do some of those large motor-tricycles.

Don't know if that's relevant.

they might argue its an american import and as such it never had spats
however i agree its wrong because it will throw all sorts of chunda up if you need to follow it
