 Validation character: 2 - L'escargot
I've just received my car tax renewal reminder and below the car's vehicle registration number it says Validation character : 2.

I've not noticed that in previous years. What does it mean?

I believe it's just an additional security measure used by the DVLA to make forgery more difficult. You will find it on V5s, tax discs and other DVLA documents too.
It's a random character, generated when the document is printed, and is stored in the database against that document.
DVLA will ask you for the validation character for all queries relating to a particular document. If the character you provide doesn't match what they have logged against that document, they know the document is a forgery.
