Agreed. He should be tagged immediately and closely monitored. He's a would-be pyromaniac if ever I saw one. Anyone who can hold a candle with that kind of restrained grin on his face should be kept well clear of birthday cakes, or he will surely progress to litter bins, petrol cans, and empty warehouses.

I would be interested to know why they didn't accept the offer of the alternative location under supervision, albeit with a bit of a moan of course.

I would suspect the problem was that they had not booked and paid for a party, therefore were not allowed in the designated area. Hence the staff objecting to the party - as the family had already left the building I think it was waste of police time and hope they got a severe talking to.

Given the lack of police interest, and therefore presumably evidence to the contrary, I'm also more inclined to believe that it was a case of
