Not really, its called single line working, tho passing places would need to be very wide.

I could envisage a simple technological solution, where each transport unit goes into an untethered mode, winds in tether briefly, - gliding, gains height, passes over/under and then auto re-attaches= sort of reverse pantograph, meanwhile each track unit smartly reverses direction.

and the tunnels will be interesting.:)

There's not much by way of an explanation, but it looks to me like a tethered (by its fuel line) Ground Effect Vehicle - like the Russian Ekranoplans.
