Seems a bit churlish. Not a fan of the man’s politics to say the least but personally I would wish him all the best.

...even if it had been "oven ready" I doubt he could have met the required timescales. ;-)

Given that it is being described as "the worst kept secret in Westminster", it does, however, rather look like (cynical) news-management.
