Article in the DT suggests an 1 x upfront RFL at NEW car purchase.

Would it not make it easier to add say 10p to a litre in Fuel Duty and abolish RFL evasion?
Collecting Fuel Duty from 10 x oil refineries rather than millions of punters seems logical.
