My car is due for it's second service ,i have a skoda octavia 1.6 petrol engine and have only done 9096 miles .skoda service say i should have a new timing belt fitted because the car is 4 yrs old ,which is going to cost me over £400 is this correct ?

Little tricky this one.Suggested belt replacement is 4 years or 60k miles. So yes,it is due on time. But at 9k miles,I think I would leave it alone.(stand to be shot down!!!)

But don't expect it to last 24 years! (60k / 2.5k year)

Other factors to consider. Rubber deteriorates with age, hence why there is a "change at xxx miles" or "change at xxx years" - whichever comes sooner.

Is the OPs car garaged?
Does it live outside all its life?
If the latter, does it spend a lot of time in the sun or shade?
What climate does the OP live in? Always cold, always warm, etc.

Sods law if he doesn't change it, then it will fail.

As for £400 to change it, try shopping around for a cheaper quote.

VAG technician friend of mine says the 1.6 FSi (which I assume yours is?) throws belts for fun, so I would get it changed.
I have the 2.0 FSi, and had the belt changed at 60,000 miles. The belt they took off looked like it had quite a bit more life in it, but this way I sleep at night.

I'm not saying what you should do but if it were mine I'd leave it 6-8yrs at such low mileages. If I thought it would need doing at 9k (even forgetting the 4yrs) I'd get rid and never buy that engine type again. As it is though we have two of broadly that type and luckily our mileage/time coincides nicely so no dilemma.

I've never minded timing belts but to be honest I'm not totally displeased our new to the family purchase (Jazz) has a chain which together with the BMW ups the chain count to 2 of the 4 cars I maintain for us and daughters.... otherwise on average I'd be doing a timing belt every year.

But a chain does put some onus on decent oil at sensible intervals.
