If I go to Google and search for Chrome download on one of my Windows PCs I get this URL:

And if I hover over the Download button I see the javascript.void(0) message in the bottom left the the Internet Explorer windows.
Clicking on the button then brings up a Terms of Service window for me to agree to. This PC has Chrome on it already so I won't try to install.
Does clicking on Download not work? This runs a stub-installer if I recall correctly which will then download and install Chrome for you.
