I'm no expert on GDPR but I've had to read into the subject a bit for work.

Consent is just one of several principles when it comes to storing and using data. In giving advice we rely on 'legitimate interest' for storing/using basic data (name address dob) but we have to request consent to hold special category data such as Ethnicity, Health, Sexual Orientation etc.

Other principles include (a) to perform a task in the public interest or in official authority or (b)
to comply with a data controller's legal obligations.

One or the other of those will cover DVLA.
