The blaze has gutted the fifth floor and roof of the Immigration and Appeal Tribunal (IAT) at 15, Bream's Buildings, off Chancery Lane. More than 100 workers had to be evacuated.

Twelves fire engines and 60 firefighters were battling to stop the flames spreading to neighbouring offices this afternoon.

The London Ambulance Service has deployed paramedics including three hazardous response teams trained to deal with collapsing buildings and smoke-related conditions, but there are no reports of any injuries.

A spokeswoman for the Tribunals Service said that all staff had been evacuated and had been accounted for.

Witnesses in local office blocks described seeing a huge black plume of smoke billow above the capital, with some posting dramatic pictures on Twitter, the micro-blogging website.

One office worker named Rob Mitchell posted updates on the blaze from a neighbouring building, before being told to leave his desk.

"We're being evacuated now. Half the roof has now gone, lots of water going on but it still burning fast," he wrote.

The scene of the fire is near Lincoln's Inn Fields, and the road contains several leading barristers' chambers.

It is understood that the fire broke out on the roof, which had been undergoing renovation and where gas cylinders were being stored.

The building is home to the Special Immigration Appeals Commission, which decides whether potential terror suspects should be excluded from the country for national security reasons.

Police cordoned off Chancery Lane at the junction with Fleet Street and stopped traffic from entering.

A London Fire Brigade spokesman said: "We will be fighting hard to make sure that the fire doesn't spread, but it's still an ongoing incident."

The Tribunals Service said in a statement: "We can confirm that there has been a fire at the Asylum and Immigration Tribunal building at Field House, Chancery Lane.

"The Fire Service has advised us that everyone has been evacuated from the building and they have put up a cordon around the area.

"We have a business continuity plan for emergency incidents like this and have already put the wheels in motion. We are at present trying to contact those who were due to have hearings in the building tomorrow to advise them not to attend."
