More strife for Toyota

Mind you, is this a big deal, or is it just that any story with "Toyota" and "recall" in it gets slapped on the front page?

Could be, Ford had an engine problem with the early MK2 2.0 tdci Focus, no recall, only fixed when the owners complained. Mine was put off the road as "too dangerous to drive" ( it could cut out without warning) and I was given a newish Mondeo until the parts became available for the fix. After the fix it didn't miss a beat for four and a half years and 80,000 miles.

I assume this is effecting diesel engines then because it also effects Lexus. Only diesel engines are shared aren't they?

No, it's only the big petrols, which in the UK means Lexus or Lexus-badged Toyota models only.
