I'm setting up a new laptop for my Wife, she has used windows mail on her old machine and ideally would like to continue to use it on the new one. Does anyone know if it downloads, works, including importing contacts and groups okay on Windows 8?

Yes it does download and install, and will import all the stuff you export from your old machine.
