Now forgive me for any foolishness or ignorance because I am not a structural engineer, but I fail to see how a 5m high barrier, is going to contain a 45 meter high falling tower.. (unless of course its erected 45 meters away from the structure, which from the picture is not possible)

Perhaps they think it will 'slump' to the ground rather than fall over like a felled tree. But I see your point.
