Our system has no room thermostat. There is an outside temperature sensor which tells the boiler when to come on. Presumably the intelligent controller is programmed to provide a certain flow temperature based on outside temperature and the insulation profile of our house. Every radiator has a TRV, which incidentally is not linked to the wet side of the radiator, so can be replaced if there's a problem just by undoing a knurled ring. Seems to work OK and I gather is becoming quite common.
