Are you sure about B? Parts of Harrow had inner London levels of traffic and pollution when I lived there nearly 40 years ago.

The last extension, to the N/S Circular, was required by Westminster as a quid pro quo for bailing out TfL after Covid. The positive for the Tories was that somehow or other they could claim the extension was Khan's doing.

Don't bank on it. A lot of people in London don't use cars, have cars that are ULEZ compliant or support the ULEZ for the sake of their kids etc.
