Fridges do have zones of temperature*. Which is why they try and direct you to stick various foods in various parts, by design or instruction. Means set it at 3c at the sensor, some other part of the fridge is going to be below 0c to keep it there.
*Food is in the way to disrupt airflow, door is opened more frequently, foods have different mass and are in and out, so a fridge cant maintain a uniform temperature. Unlike a freezer set at say -18c, you can be sure most of the stuff has a good chance to cold soak down to that temp.
