Something similar often happens in Croydon when the tramlines are being maintained and TfL put on a tram-replacement service. Seems they don't have enough double deckers because they often use buses from outside of the London boroughs (going by their liveries) and they are old style diesels which chuck out black smoke as they pull away.

I guess TfL are either paying the ULEZ fines to themselves or have an exemption.

Similar sort of story when Glasgow introduced their ULEZ zone.

2 out of 3 Council vehicles could not meet the requirements.
Council tow trucks were replaced by contractor.
Some local delivery companies were also caught out as lorries ordered 18 months before the deadline had not been delivered.
Taxis likewise. There was a scheme for fitting a new engine on some makes & models. However, even after 12 months exemption, for the oldest cabs, there were taxis that still did not conform.

It is amazing that some 15++ year old petrol cars conformed but a neighbour's 2014 year old diesel RAV4 did not in 2023.

I never take my car into Central Glasgow although it is OK. If I have to go, I take the train, it is cheaper than parking!

I wonder if they paid by card and incurred a couple of percent processing fees on paying themselves? Or maybe the Peter Murrell of Birmingham council paid by Amex and expensed the fines, to collect the avios…
