Oops it turns out the information I got was correct but it was an internal FIAT thing and it is not public knowledge yet. They told me there is nothing they can do but I have a feeling they will soon change their mind in March when all their orders have tried up.
There is away round this, if I can get a cash loan I could buy the Panda cash in my dads name using his Fiesta and then transfer ownership but then I would have a brand new car with one previous owner. Going to Hyundai now to look at different finance options.
It seems that BMW/Audio et al have lots of places left but Kia and other cheap brands have completly run out.
