Smart motorways are something that only a civil servant could come up with. You don't need more than a single brain cell to see they were going to be lethal.

I used to be in favour of 'smart' motorways. I understood the cameras were monitored for stationary vehicles. I've changed my mind. I do believe drivers should be aware that after a breakdown they should get as far away from the carriageway as possible (if they can).

They didn't just happen out of the Ministry's staff suggestion scheme.

Take M1 J15A-19. Widening the whole motorway would involve planning approval, acquisition of land, a dozen new bridges and re-alignment of five junctions. The political masters pronounce that unaffordable (and a threat to safe seats).

How can we do it more cheaply? Civil Servants offered options to Ministers.

It will be interesting to learn the full facts around Mrs Begum's case.
