Gilet is a French word which we have adopted for a warm garment commonly without sleeves. As an orienteer for 50 years I am used to carrying a cagoule, which is not padded, but water- and windproof (ideally) to be used if one gets injured and has to await rescue. Funnily enough I was wearing an orange one this morning :-)
The word may not be new but I don't think it is obsolete or obsolescent. Ignorance of it just shows ignorance.
