My missus has a Govt Gateway but when I tried to put in a tax claim for her pensions conts I had to set up a new one which I did, and submitted the relevant info.
She got email from HMRC to access the account but when we tried, it said that it couldnt access HMRC on that GG and we had to use a previous one ending in XX. So finally found that one in old emails and managed to get the password reset and now got in to see the Tax info.
But that means she now has 3 Govt Gateways. Is there a way to combine them all under one and still see everything or do you need different ones for different areas?

Very quick research indicates that the GG userids are relevant to specific services, hence you may need several.
This (googled) response page appears to confirm that.

Yeah looks like different Gateways for different services.
Thats a pain, would think it would be all joined up as its all under the same name and NI number

No short answer but I set one up a while ago to check tax/NI/pension.
Later needed to do Self Assessment after inheriting stuff when Mum died.
Used it last month for ID to do trailer registration for the caravan.
All on one account.
Is there a contact centre on the account(s) for questions?

I've done our self assessment online for some time.
I tried to set up a government gateway account but it would not validate me.
After renewing my passport it did.
For Mrs Orb it seems the system wouldn't recognise the hyphen in her name as the DVLA systems were not compatible at the time. She eventually did it at the post office when renewing her driving licence.
We did call the helpline before and they said it was a system fault since been sorted.
