I can't see that's a reflection; it looks as if the needles are different distances from the dial face in the manner of an analogue watch. The reading on the second needle might make sense if it was trying to show MPG. I know vacuum gauges were popular back in the day. Maybe there's a secret tube connecting the mechanism to the inlet manifold. My clue was the fuel reserve warning light on the tacho dial.
