Whilst there are clear temperature related issue with the Biontech vaccine, assuming the Astra Zeneca one is approved I don't understand what the problem is.
The target high risk groups are pretty much the same as are advised to have a flu vaccine each year. This is done in most surgeries over a limited number of sessions where the time allowed per jab is 1 or 2 minutes. GP practices may need some extra funding to cover the costs.
The main at risk groups number about 15m - less than 25% of the population. As these are vaccinated, the pressure on the NHS become much smaller. It may then still be sensible to do "hands, face, space" but there will be limited need for social and business restrictions.
Those who don't want a vaccine can take responsibility for their own stupidity.
