Yeah well that wasn't what I was thinking. I didn't mention not treating them in hospital (though there have often been threats made AND carried out to not treat smokers and the obese) nor did I mention punishments and prison.
However if you make certain life choices then you ought to be prepared to live with the consequences, which might in this case include not being able to do the things I previously mentioned, and more.
Nothing emotional about it really - just require evidence of a vaccination prior to being able to do certain things. Responsible people would normally do as much when travelling to, say, parts of Africa where cholera is rife. You have to have a driving licence before driving a car. What is the difference really?
Doesn't strike me as being a big deal really. I'm sure that as you have a jab you're details would be entered into a database.
Even if some bureaucracy was required the overheads would be considerably lower than the potential disaster it might help avert.
We oughtn't pussyfoot around wringing our hands over upsetting one or two. JDI.
